1. INTRODUCTION
The UCYE Diaspora Youth Network (DYN) is a structured, volunteer-driven national platform established by member countries of the United Council for Youth Empowerment (UCYE). It functions under the global UCYE framework, headquartered in Delaware, United States of America. It serves as a formal mechanism to connect diaspora youth with their countries of origin to advance nation-building, sustainable development, and inclusive governance.
This handbook provides the policy foundation, governance structure, operational guidelines, code of conduct, and strategic alignment necessary for effective implementation.

2. LEGAL STATUS AND AFFILIATION

Each Diaspora Youth Network operates as an independent national entity under the UCYE Global Umbrella.

The network derives legitimacy from UCYE International authorization and recognition.

National autonomy shall not supersede compliance with UCYE constitution, ethics, and global strategic objectives.
